A Democratic strategist is accusing the Trump administration of doubling down on hardline immigration rhetoric to energize its political base ahead of the midterm elections.

Anat Shenker-Osorio made the remarks during an appearance on The New Republic’s podcast with host Greg Sargent, where she criticized White House Press Secretary Karoline Leavitt’s recent defense of Immigration and Customs Enforcement (ICE) operations in Minneapolis.

Leavitt had defended federal agents following controversy surrounding enforcement actions in Minnesota, framing the operations as necessary for public safety. Shenker-Osorio, however, argued that the messaging is aimed less at policy outcomes and more at solidifying support among core MAGA voters.

“What Leavitt is doing is what MAGA has always done,” Shenker-Osorio said, suggesting the administration’s rhetoric is designed to portray immigration enforcement as a protective measure against perceived threats. She contended that such framing helps rally the Republican base while deflecting criticism.

Shenker-Osorio described the administration’s strategy as an effort to “reassure their base” at a time when some supporters may be uneasy about setbacks or mounting criticism. She argued that strong language and visible enforcement actions are intended to maintain enthusiasm among core voters.

At the same time, she said the messaging also seeks to provide broader justification to voters outside the Republican base by emphasizing public safety and national security themes.

The comments come amid heightened debate over ICE operations in Minneapolis, where enforcement tactics have drawn both support and condemnation. Supporters of the administration argue the measures are necessary to uphold immigration laws, while critics say they have caused community disruption and raised civil liberties concerns.

With midterm elections approaching, immigration is once again emerging as a central political issue. The White House has maintained that its enforcement policies are focused on safety and border control, while Democratic strategists argue the rhetoric reflects a calculated political strategy.
