Former President Donald Trump finally acknowledged on Tuesday that he cannot legally serve a third term in office.

For most presidents, confirming a constitutional limit would be routine. For Trump, it was notable. In recent weeks, he had repeatedly hinted at the possibility of running again, despite the clear restriction set by the 22nd Amendment, which limits presidents to two terms.

The admission came during a brief exchange with reporters aboard Air Force One while en route to South Korea.

“I would say that, if you read it, it’s pretty clear,” Trump said, referring to the Constitution. “I’m not allowed to run. It’s too bad. I mean, it’s too bad. But we have a lot of great people.”

Trump’s subtle teasing of a potential third run has drawn attention for months. “Trump 2028” hats have reportedly been seen around his offices, and his former adviser Steve Bannon has repeatedly claimed that “there’s a plan” for Trump to return to the White House, insisting he could win again in 2028.

Just a day earlier, Trump had dodged questions about his future ambitions. “Am I ruling it out? I mean, you’ll have to tell me,” he said. “All I can tell you is that we have a great group of people, which they don’t.”

He went on to praise several potential Republican contenders, including Vice President JD Vance and Secretary of State Marco Rubio, calling them “strong options” for the future. His remarks have fueled speculation that a rivalry within the GOP could be brewing ahead of 2028.

Even before Trump’s admission, some of his Republican allies floated unusual suggestions about finding loopholes in the Constitution. Earlier that same day, Sen. Tommy Tuberville (R-AL) suggested that Trump “might be able to go around the Constitution” to secure another term.

For now, Trump appears to have accepted the constitutional reality at least officially while continuing to influence the conversation and shape the field of possible Republican successors.
